Within the CEEPUS freemover mobility, students and teachers with active status at any Hungarian higher education institution can submit an application for a mobility grant for study or teaching purposes to any accredited higher education institution in a CEEPUS member country. If you did not find a suitable one among the CEEPUS Networks available on Pázmány, you have the opportunity to join the CEEPUS Program as a freemover. Freemover scholarships can primarily be applied for the spring semester, based on the months not used by the networks. The number of months that can be distributed is summarized by the National CEEPUS Office of the given host country, after the assessment of the second network round at the end of November. Freemover applications can only be submitted to certain countries for the autumn semester. The current call for applications for freemover mobility is available on our website.
Applications can be submitted online, at www.ceepus.info , in English.
Freemover applicants are entitled to the same tuition fee waiver and scholarship amounts as network mobility applicants.
Required documents to be uploaded
In the case of freemover mobility, our Students and Teachers must individually search for a Host Institution among the accredited higher education institutions in CEEPUS countries, where they will be accepted for the mobility.
After completing the online application form, two types of documents must be uploaded to the application material in the case of student mobility:
- Freemover Letter of Acceptance - Student - 1 acceptance letter from the receiving institution
- Freemover Letter of Recommendation - Student - 2 recommendation letters from two teachers of the home institution - This certifies that the university, as the sending institution, also supports the Student's foreign mobility and recognizes the studies completed there.
In case of teacher mobility, the following document must be uploaded:
Freemover Letter of Acceptance Teacher - 1 acceptance letter from the host institution
The completed, signed, institutionally stamped documents must be uploaded in scanned form to the application, and then the application must be finalized by pressing the “SUBMIT” button.

Special rules that apply for freemover mobility:
- Unlike applicants within the network, freemover applicants submit their applications directly to the Hungarian National Office. In the case of freemovers, sending institutions do not issue a call for applications in advance. However, mobility must always be agreed with the sending institution.
- If you are applying to Austria, Bosnia and Herzegovina, the Czech Republic or Slovakia, you can finalise your application in the online system without uploading the required documents. The National Offices concerned will then determine the number of Freemover candidates based on the available quotas, about which the system will send an automatic message. Once you have received the notification, only then you need to contact the host university and obtain the documents. Finally, as usual, the National Offices will decide on the applications.
- The sending (Hungarian) National Office formally checks the applications received and then forwards them to the National Office of the host country, where they will decide on the application. - If you wish to apply to an institution that is not listed in the central online application platform, you must select the following option: "my unit is not on the list" - and then enter the institution you wish to apply to.
